Is it possible for someone to have genital herpes and not infect their partner?

A patient came in to the clinic where I was doing temp work stating her husband has had bumps on his penis for about a year. She was tested and the results came back neg for HPV. She has been preganant and had a child since these bumps appeared on her husband w/out any adverse affects. What else could the bumps be besides genital herpes?
